Deputy Directors – multiple roles

The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways, overseeing an industry that carried over 1.7 billion passengers and 86 million tonnes of freight last year, with a collective annual turnover of £13bn. In April 2015, it also took on important responsibilities as the independent monitor for the Government-owned strategic highways company, Highways England.


As an independent regulator, ORR promotes and protects the interests of users of the rail and road networks, helping to put them at the very centre of industry decision making. The ORR also drives improved performance and efficiency from the infrastructure operators, which have committed to major investment programmes to improve the experience of users. It is also responsible for the critical task of ensuring high standards of safety on Britain’s railways.


The ORR is looking to appoint three Deputy Directors, who will play key roles in leading the delivery of critical operations for the regulator, and will maintain and develop key relationships with Government and across the private sector. Candidates will need to demonstrate significant experience of successfully managing teams handling complex and challenging work, combining an understanding of effective regulation with the communication skills to represent the ORR with complex and diverse stakeholders. In particular the ORR is keen to attract candidates with skillsets including:


  • delivery of major capital infrastructure projects;
  • understanding of how infrastructure networks are operated, maintained and renewed;
  • understanding of the legal and contractual framework governing access and licensing; and
  • developing and implementing monitoring and evaluative systems.


ORR has office locations in London, Glasgow, Manchester, York, Birmingham and Bristol, and you should indicate your preferred location in your application.
