Senior Analyst

The Organisation

The Water Industry Commission for Scotland is the economic regulator of the water and sewerage industry in Scotland.  Its mission is to promote the interests of customers in Scotland by making sure that they receive high quality services and value for money.  It does this by setting prices for water and sewerage services, facilitating competition and monitoring performance. 

The Commission is recruiting senior analysts to support the delivery its core economic regulatory functions

The Job

Reporting to the Head of Function, you will be at the centre of the Commission’s work: working on a wide variety of projects on economic regulation and/or the development of the competitive market. 

  • Undertake complex elements of analysis, integrate data and research outputs 
  • Lead in the design and shape of the models underpinning the Commission's regulatory approach
  • Draft reports for, give advice and recommend actions to the Commission
  • Mentor and develop junior colleagues.

There are few comparable roles in any organisation offering a similar breadth of experience across the full range of regulatory activities.   

The Qualifications

This is an interesting and diverse role, ideal for an experienced analyst looking to develop a wider understanding of the practical application of economic regulation.

  • Rigorous logic and critical thinking with particular attention to detail.  Intellectually careful and methodical with a good understanding of practical analytical approaches. 
  • An experienced Analyst with strong quantitative skills.  You will be proficient in gathering, analysing and understanding financial and performance data. You are likely to have at least 5 years’ experience as an Analyst. 
  • You are likely to be a Mathematics, Economics or Finance graduate with at least an upper second class degree. You will preferably have obtained or be working towards a Master’s degree or equivalent and have an interest in further study.
  • A proven ability to lead and motivate others.
  • Good writing and communication skills. You must be able to express your views clearly, defend your corner under critical scrutiny and able to think on your feet.
  • The ability to assimilate complex information quickly and draw out the key messages.
  • Creative approach and the ability to deploy fresh thinking to complex problems.  A real sense of curiosity is needed and the desire to probe behind given information.
  • The Commission is small, with around 20 staff.  You will need to integrate well in a small team and be able to support the Head of Function in supporting and developing junior staff.
